Insider Threat Mitigation for Advanced Reactors: Deterrence, Detection, and Denial

Abstract

Insider threat mitigation strategies historically used for large light water reactor (LLWR) applications will need to be adapted for advanced reactors. Significant differences in the size, operational strategies, staffing levels, and siting of advanced reactors are likely to create security gaps that require new approaches to address insider threats. This report reviews how existing LLWR insider threat mitigation methodologies can be extended to advanced reactors, identifies critical gaps, and presents innovative solutions for prevention, detection, and mitigation.
