Thomaz M. Carvalhaes

Dr. Thomaz Carvalhaes is an R&D Staff Scientist in the Critical Infrastructure Resilience Group at Oak Ridge National Laboratory currently focusing on technical assistance to states and tribes for grid resilience, decision analysis for data centers, and enhancing anticipatory resilience for utilities in the region. Dr. Carvalhaes’ research interests focus on urban infrastructure as entangled socioeconomic, ecological, and technological systems that face unexpected disruptions and a rapidly changing future. His work leverages stakeholder collaboration and a combination of approaches including geospatial analysis, machine learning, and qualitative approaches to develop technical resilience assessments and decision tools to enhance the nation’s critical infrastructure.
