Abstract

This report outlines a recommended procurement strategy for securing specialized railcars required for the transport of Spent Nuclear Fuel (SNF) in support of the Department of Energy’s (DOE) Consolidated Storage Facility (CSF), scheduled to begin operations in 2037. To ensure transportation readiness by 2036, the report examines railcar production timelines, vendor capabilities, and industry constraints. Special attention is given to lead times, top deck equipment integration, and scalable procurement approaches that align with DOE’s phased shipping requirements.
