ORNL Summary Document: Weatherization Program Integration for U.S. Northeastern States

Abstract

Weatherization programs such as the Weatherization Assistance Program (WAP) and the Low-Income Home Energy Assistance Program (LIHEAP) offer critical support to low-income households. To optimize delivery of these programs, some states have adopted integrated approaches, combining funding sources and coordinating services across agencies and sectors to improve program delivery and access. This report provides a preliminary overview of program structures and integration strategies observed in select states within and adjacent to the Northeastern United States, drawing primarily on publicly available resources and existing literature. The purpose is not to present detailed recommendations, but to compile examples and highlight patterns and practices that may inform future, more in-depth analysis
