Proposed WAweb Improvements to Support Co-funding in WAP

Abstract

In fiscal year (FY) 2025, the Oak Ridge National Laboratory (ORNL) team facilitated an important discussion with State Administrators from the Weatherization Assistance Program (WAP). The primary goal of this meeting was to identify the key barriers that these stakeholders perceive as obstacles to implementing potentially high-impact measures within WAP. By engaging directly with these administrators, ORNL was able to gain critical insights into the challenges they face and to explore potential solutions that could help overcome these obstacles. In response, ORNL developed a list of initial actionable solutions designed to address reported barriers and enhance the optimization of measure deployment within WAP. These solutions focus on expanding the functionality of the Weatherization Assistant (WA) to further support WAP implementers. This report serves to delineate these proposed solutions and provide a rationale for each. By outlining these recommendations, ORNL aims to support WAP implementers by providing resources and designing tools to facilitate increased measure implementation that will ultimately realize increased savings for WAP participants.
